I will not object to the proposal to admit that the case is not free from difficulty, and that instructions should be given to the Police to use every discretion in taking proceedings under the Ordinance; but I do not approve of any undertaking being given to the suggested Chinese, by the Acting Registrar General to the effect that it is not intended to prosecute persons concerned for taking under the age of sixteen.
